Thanks for visiting my bl...Nice summery reflection!<br />Thanks for visiting my blog...and to answer your question: the river ice is bumpy and uneven so they flood the ice with water to fill in the cracks and even out the surface. Much safer for skating(less likely to trip or get skate blades caught). And it also builds up the ice surface to make it thicker.
