I have not photographed people unless it was in a crowd or my family because I was not sure about legally being able to publish people's images unless I had permission. Is that something about which I should be concerned or not?"
I'm pretty sure it was the sunlight shining in his eyes that made him look grumpy. As far as I know it's perfectly legal to photograph people in public places. That said I'm pretty stealthy when I do street photography because I'd rather avoid confrontation and I'm always looking for candid moments.
Oh, as for publishing the photos. The way I understand it is, if you publish them for artistic,cultural or news purposes (books,blogs,artwork,magazines,newspapers etc) no permission is needed. However you would need a release form if you wanted to use someone's photo for an advertising campaign or other commercial ventures.
